Dear Minister,
Pursuant to the provisions of the Convention on Environmental Impact Assessment in a Transboundary Context (the ESPOO Convention), please be informed that the Ministry of environmental protection, has approved amended Environmental Impact Assessment Study for the project of the of construction of a waste-to-energy plant at the cadastral parcels 1420/1, 1420/4, 1491/1, 1541/1, 1541/2, 1552, 5824/1, 6513/1, 6513/2 K.O. Prahovo, Municipality of Negotin and construction by phases of non-hazardous waste landfill Elixir Prahovo at the cadastral parcels 2300/1, 1491/1 and 1541/1 K.O. Prahovo, Municipality of Negotin.
The Final Environmental Impact Assessment Study for the Project, with annexes, in English language is publicly available on the official website of the Ministry of environmental protection and Final Non-Technical Summary of the Environmental Impact Assessment Study for the Project, translated into Romanian language is publicly available on the official website of the Ministry of environmental protection.
Decision granting approval of the Environmental Impact Assessment Study for the Project, no. 002500932 2024, issued on June 04. 2025 by the Ministry of Environmental Protection of the Republic of Serbia, will be sent to you as soon as it is translated into English.
We would like to emphasize that the final, updated and revised Environmental Impact Assessment Study (the EIA) documentation for the Project, has been fully prepared in compliance with the following:

The Decision on the scope and content of the EIA for the Project no. 000886163 2024 issued on June 17th 2024 by the Ministry of Environmental Protection of the Republic of Serbia;

Your requests, comments and proposals submitted in your correspondence Letter no. DGEICPSC/10258/9.04.2024 dated April 9th 2024, in response to the Notification of the Ministry of Environmental Protection of the Republic of Serbia regarding the Project (our ref. no. 000886163 dated March 6th 2024) provided in accordance with article 3 of the Espoo Convention, which were fully considered and integrated into the aforementioned Decision on the scope and content of the EIA for the Project no. 000886163 2024 issued on June 17th 2024;

Your requests, comments and proposals submitted in your correspondence Letter no. DGEICPSC/37558/12.11.2024 dated November 12th 2024, in response to the submitted EIA documentation for the Project (our ref. no. 002500932 dated October 9th 2024), following the completion of conducted public consultations in Romania, in accordance with article 3(8), and the consultations and evaluations conducted by the competent Romanian authorities and experts in accordance with article 4(2) of the Espoo Convention;

The additional EIA documentation which was submitted to the Ministry of Environment, Waters and Forests of Romania by the Ministry of Environmental Protection of the Republic of Serbia with accompanying Letter no. 000886163 dated January 31st 2025, in accordance with article 5 of the ESPOO Convention. The additional EIA documentation is prepared fully in accordance with comments and requests of the competent Romanian authorities and experts, as contained in correspondence Letter no. DGEICPSC/37558/12.11.2024 dated November 12th 2024.
